A white ranker is typically defined as a website whos pagerank is at 0.
White rankers are sites that are possibly just starting out and have not yet had the time and the effort put into them to improve upon their pagerank.
Sometimes though even sites who have been around for quite a while might still not have gained a google page rank above 0 or may have dropped to 0 for some reason.
In any case a white ranker is a site with zero page rank as determined by google.
There are many white rank web sites out there as alot of people building websites do not consider the need for attaining page rank.
